After Years of Injustice, Al-Kadhimi Admission Exposes Failure of Abu Ragheef Committee Approach in Qi Card Owner Case
Former Prime Minister Mustafa Al-Kadhimi acknowledgment that errors occurred in the case of businessman Bahaa Abdul Hussein, owner of Qi Card, has exposed part of the failure of the approach adopted by the Abu Ragheef Committee in handling sensitive files during his tenure.
The committee associated with Abdul Hussein case did not continue as a sound legal instrument. Its course ended with a ruling by Iraq Federal Supreme Court invalidating and annulling the Diwani Order that had granted it existence and authority.
After years of injustice, reputational harm and damaging consequences affecting Bahaa Abdul Hussein and Qi Card, it is no longer acceptable to portray the case as a minor implementation detail, particularly amid reports addressing allegations of serious abuses committed against businessmen and officials during the committee operations.
Al-Kadhimi admission confirms that the Qi Card owner case requires a clear process capable of restoring standing to the person harmed and protecting a leading Iraqi company from the consequences of a period in which procedures were taken that later required legal and institutional review.
