The proposed amendment secures the right to optional retirement at age 40, provided 15 years of actual service are completed. The committee rejected objections raised by the National Retirement Authority seeking to raise the minimum age to 45, clarifying that the legislative changes also adjust base salaries and integrate food allowances to enhance pension benefits equally across the Interior and Defense sectors.
