Supreme Judicial Council Adopts Unified Mechanism for Foreign Detainees and Convicts Transferred from Syria
mesoiraq - The Supreme Judicial Council held a meeting on Wednesday, September 9, 2026, chaired by Council President Judge Faiq Zidan and attended by a number of security and judicial officials, the Minister of Justice and the Deputy Foreign Minister for Multilateral Affairs and Legal Affairs. The meeting focused on the case of foreign detainees and convicts transferred from Syria to Iraq. Discussions addressed the development of a unified Iraqi approach to the issue after the First Karkh Investigation Court completed the investigation and interrogation stages and moved toward trial proceedings. The meeting concluded with the adoption of a unified mechanism for handling detainee and convict files, with each case to be addressed separately in accordance with bilateral agreements between Iraq and the countries concerned, Iraqi law and the principle of reciprocity. The National Center for International Judicial Cooperation was also tasked with examining any initiatives or offers submitted by concerned countries or international organizations regarding assistance to Iraq on the matter.
