mesoiraq - The parliamentary Legal Committee revealed on Wednesday (September 9, 2026) key details of the new counter-terrorism draft law, which the Council of Representatives completed its first reading of, confirming that it repeals Law No. 13 of 2005 currently in force.

Committee member MP Mohammed al-Khafaji explained that the new draft is far more comprehensive than the previous law, featuring a detailed definition of terrorist crimes, an expanded characterization of terrorist acts covering multiple actions, and tougher penalties.

He added that the law provides for the establishment of a blacklist of terrorists, where the public prosecution registers names involved in terrorism, banning them from many rights such as travel, passport issuance and employment, noting that the draft includes detailed penalties ranging from execution to life and fixed-term imprisonment depending on the criminal act, with amendments to be made after the second reading.
