Investigations revealed legal and technical violations, as well as discrepancies in estimated costs and price offers. The team also monitored significant delays in project implementation despite contract extensions. The Commission noted that the suspension of vital works, such as cooling units, negatively impacted patient services, confirming that the suspects were referred to the judiciary and detained in accordance with the law.
