The observatory stated that some ministries took actions violating the Environment Protection and Improvement Law and Cabinet decisions, by signing investment contracts to build warehouses or constructing new roads that conflict with agricultural projects. The observatory also criticized poor planning in water resource management and the decline in deterrent measures to mitigate climate change, posing a direct threat to the country's food security and biodiversity.
