Oil Ministry Contracts Representative: Financial Allocation Available and Our Confirmation Does Not Await the Budget
mesoiraq - Engineer Firas Fadhil Al-Jirisi, representative of the Ministry of Oil contract employees, demanded today, Saturday (September 12, 2026), that the Council of Ministers immediately resolve the file of confirming contract workers, noting that financial allocations and the actual need for their services are fully available.
Al-Jirisi said that the file of confirming the Ministry of Oil contracts can no longer tolerate further delays, especially after nearly five years since contracting began, explaining that the ministry's letter to the Secretariat General of the Council of Ministers confirms the availability of financial allocation and need, and requested including the file in an extraordinary session of the Council of Ministers to approve the confirmation and direct the Ministry of Finance to create functional grades.
He explained that the Ministry of Oil based its correspondence on Article (45) of the Financial Management Law, which stipulates that the budget of self-financed administrations is not included within the federal government's budget, stressing that confirming the ministry's contracts should not be conditional on waiting for the approval of the general budget.
He pointed out that about 10,000 contractors and their families are still awaiting the resolution of this file, calling on the Council of Ministers to take a decision that ends the suffering of thousands of families, after the Ministry of Oil completed its procedures and confirmed that all requirements are available.
